Alright if you go and look at Sayuri profile it has stated that she two step siblings. So basically I would assume the two would attend Ouran with her. Twould be odd if they didn't.
Basically you have creative freedom. They can older than Sayuri or younger I don't care. Day or night class, whatever. In her profile it is stated that they are very different from each other, as they took after their mom rather than their step father. Meaning they like to shop, etc. while Sayuri loves to draw and paint.
